NATIONAL DIRECTOR OF PUBLIC PROSECUTIONS (NDPP) TABLES NPA ANNUAL REPORT 2025/2026 BEFORE PARLIAMENT

The National Director of Public Prosecutions (NDPP), Adv. Andy Mothibi and the executive

management of the National Prosecuting Authority briefed the Portfolio Committee on Justice

and Constitutional Development today on the NPA's 2025/2026 Annual Report, submitted in

terms of Section 22(4)(g) of the National Prosecuting Authority Act.

Presented under the theme, “Beyond Growth: Driving Purpose, Impact and

Strengthening Trust,” the report reflects the NPA's continued commitment to delivering

justice, strengthening accountability, and building public confidence in the institution.

The report demonstrates sustained organisational performance and measurable progress in

advancing the NPA's 2025-2030 strategic priorities, including prosecutorial prioritisation,

community prosecution, service delivery improvement, and amplifying the NPA's voice and

influence within the criminal justice system.

Among the key achievements highlighted in the reporting period are the NPA's overall

achievement of 88% against its Annual Performance Plan targets, consistently high

conviction rates across all court levels, significant progress in combating corruption and

commercial crime, notable gains in asset forfeiture and recovery efforts, and the continued

success of the Witness Protection Programme, which maintained its record of ensuring that

no protected witness was harmed while under its care.

*Some of the notable highlights in the report are:*

• High conviction rates: High Courts (93%), Regional Courts (84%) and District Courts

(96%)

• In dealing with the scourge of corruption and commercial crimes – 335 persons were

sentenced for corruption-related offences, and a 90% conviction rate for complex

commercial crimes.

• IDAC achieved its set targets for both state capture enrolment cases and investigations

authorised.

• Asset forfeiture efforts resulted in freezing orders of around R858m, and recoveries of

R532m

• Conviction rate in sexual offences was 74%

The report also recognises the contribution of collaborative law enforcement efforts towards

South Africa's removal from the Financial Action Task Force (FATF) grey list monitoring

process, while emphasising the importance of sustaining these gains. It also highlights

ongoing institutional reforms, including implementing the NPA Strategy Against Organised

Crime, capacity-building initiatives, digitising business processes, and a proactive

communication strategy focused on transparency and public accountability.

The National Director of Public Prosecutions (NDPP) Adv Andy Mothibi said: “While the NPA

is encouraged by the positive performance reflected in the report, the organisation remains

focused on building a fit-for-purpose prosecuting authority capable of meeting the evolving

demands of the criminal justice landscape and restoring public trust through consistent

delivery and impact.” To this end, amongst others, NDPP reported that the Project towards

financial and operational independence of the NPA out of the Department of Justice is

underway, with the draft NPA Amendment Bill expected to be presented to the Ministry of

Justice by the end of November 2026.

As part of the fight against Gender Based Violence and Femicide, the performance of the

Thuthuzela Care Centres (TCC) continues to increase, with 46 301 victims assisted in the year

under review against the target of 40 000. 1236 awareness sessions on the TCC were held to

support the 74% conviction rate on sexual offences.

The Reset Project of IDAC is progressing well as per the project plan.

The NPA will continue working collaboratively with its criminal justice partners and

stakeholders to combat corruption, organised crime, gender-based violence, and other serious

offences while advancing the constitutional mandate of ensuring justice for all.

ENDS.
